States will have to work it out for their local roads that don't accept federal funds. All interstate highways of course will be in English.
Local and state highways that use federal funds will be English only.
States will have the freedom to use the language they want. I'd guess that since they're making numerous signs in English for federal funded roads they'd adopt English as the official language for state highways. I'd also assume the counties would follow. If they don't, they can deal with the chaos they're creating.
I guess the ultimate point I'm trying to make is, let the States choose how to deal with their issues. We don't need a federal law to tell the states how to operate except of course in federal issues as I initially said.

Dims play the long game. Decades ago. So long ago I don't even remember which decade it was in, a bill or something was put forth to make English the official language of the USA. It didn't pass. This was long before green hair was a thing.
