Trump didn't deny North Carolina aid.
Like with any large natural disaster the initial phase of FEMA relief was six months from the date of the disaster (September 27, 2024 for Hurricane Helene). State governors often file for an extension leading up to that date, March 27, 2024 for Helene. The North Carolina governor filed for the extension of FEMA relief and it was granted. During the first six month period FEMA covers 100% of debris cleanup costs (that's what this extension is dealing with). If/when an extension is granted it is customary that the percentage that FEMA covers drops to 70%. The NC governor appealed that drop stating that the 30% would be a burden that the state would struggle to meet due to some other financial issues it has going on. FEMA and the Trump admin chose to bump the percentage paid by FEMA during the extension up to 90% after the appeal was made.
The report/tweet that got everyone's (including yours, apparently) panties twisted said, "Trump denies North Carolina FEMA relief request". That was at worst an outright lie, and at best intentionally disingenuous and misrepresented to do just what it did......twist panties.

They have equipment and people, yes, and I'm sure they use whatever equipment they can get, as well as companies they can contract with.
It is just odd that the North Carolina governor (and other governors around the country) have been begging the wholly inadequate, and apparently non-existent, FEMA to not stop helping them.

They don’t have any equipment. They just manage the subs that were awarded the contracts. Many times the local people are faster at getting things done. FEMA slows some things down quite a bit. In fact, FEMA gets in the way in the immediate aftermath.
