It’s a bill not a law, and what I read stated it enhances certain crimes such as property destruction when motivated by hate.
I skimmed the article and bill but missed any reference about making fun of how somebody dresses and it being a felony.

Without a clear statutory definition of "ethnic attire," they actually may have a point as the bill now stands. It is NOT well-drafted.

Unless you have a descriptive list of religious/ethnic expressions in the bill, anyone can claim anything including that.
But it's not going to work that way. It's so you can't print flyers with religious statistics of wall Street CEOs and cabinet members. Or hang a sign that says Epstein Didn't Kill Himself. That's what they'll prosecute.
