I agree with this, but the key word is should. I'm not for telling a company what they can and cannot offer, but I would be for telling a company that if they choose to throttle, prioritize, suppress, etc. that they have to be transparent about it.
That in and of itself would fix most of the issues. I would also include the Facebooks and Googles in this as well.

How about everyone pays for their own ANT / RF Mod / Sys Mod / Fiber / GPS / Backhaul / Core and be your own ISP.

You could do what companies in non-monopolistic settings do when rent-seeking is not an option, provide innovative ways to improve the consumer experience. Like improving network speeds, improving the customer service experience, improving response times for equipment installations and trouble shooting, trying to create interfaces on your gateway websites that make the consumer experience better.
Extorting Netflix so they pay a ransom to not get throttled, which will over the long run cost the consumer indirectly either through a reduction of content or higher prices is not consumer innovation.

If you can make this affordable, you literally displace a yuge part of the industry.
I would imagine most ISPs are very afraid of this.

I've been begging us to restart our phone division because we pretty much own 50% of the entire network infrastructure and anything new comes from us or Erricson.

Bingo. Title 2 gives the government, especially the controlling party, a ton of control. For something like the internet, that is awful for the consumers. Title 2 is practically the antitheses of what you want for the internet.
