FBI gets hundreds of tips. They do not have the man power to investigate every tip.
They should have turned it over to local police. It sounds like they were already familiar with him.

I can almost bet my mortgage that someone at the FBI did start looking into it before a supervisor came in and told them to stop wasting time.
