Your post was the first thing I thought of when the recent revelations of 'cooking the books' was made.
Everyone should know this and confront Democrat leadership (especially mayors) with this knowledge and ask them why?
Remember, it's like inflation numbers for the past 4 years.... 'everyone... don't believe your eyes, or your pocketbooks'.

As I’m very aware of how criminal activity is is purposely being misrepresented such as assault with a deadly weapon to simple battery or robbery to a 3 class misdemeanor the amount of crimes not reported at all is very high. A report may be done but nothing will be pursued if assailants aren’t known outright therefore it will not become part of a statistical report. A couple years back the N O police were not getting anywhere on a local gang activity so basically unless someone was shot or seriously injured it wasn’t a big deal to that district. Some feds jumped in a did wiretaps, surveillances which led to a sting operation and when they busted up the activity it was also shown to have relatives of people between cops and criminals. While no outright charges on cops were made initially it was shown that cops looking the other way and ignoring reporting was done. That was one investigation on one group in one area of the country, you can just assume that this is not a irregular occurrence but rather the norm
