I would wager it is. Of course they're not going to come out and tell us that.
Initially Trump said that they wouldn't do anything affecting the exterior of the building, but that obviously changed. They're upgrading shite underground, imo.

Yeah, here ya go. Trump telling people that he is working with the military on the project. They're indeed upgrading the bunker. No other reason for the military to be involved in this.

Under the new room. You can't do anything underground at the existing without undermining the foundation.
This is standard even if the building isn't an historic landmark.

Adding onto it using the space under the new ballroom. There are only a few things they can do to the existing bunker structurally.
