You have a vent pipe somewhere. Do a google search. You can use caps or elbow the pipe upside down like seen in the drone footage.
And keep in mind - his residence is 24k square feet and has a full time crew that maintains it. Your tank is probably a fraction of the size of his (it’s probably commercial).

Same situation with underground fluid or LP storage tanks.To bury them you have to deal with rock, and if the water table is high, and the tanks are empty, they would float out of the ground, unless held down with straps or concrete.

The article I read said there was a permit or something for cistern work. And the concrete was related to that work. Which is something you’d expect to find on an island.
Not to say that’s what it was used for. But that’s whats on paper.

Ive also read in numerous news sources that Epstein was planning/ordering/conducting ongoing construction to the overall island compound leading up to his latest arrest even though he had been at serious odds with govt authorities who approve any such construction. Id assume a concrete truck is directly connected to that. But who the hell really knows.

One decent possibility for NYPD reps there is if there's been a multiagency task force formed to investigate sex trafficking, especially in light of the fact that the prosecution is based out of SDNY, as well as NYPD being a or the preeminent police department in the country. Also NYC being a certain hub of such activity (especially internationally). Such task forces are pretty common.
