For Fiscal Year (FY) 2024, the National Park Service (NPS) received a budget of $3.325 billion, which was 4% less than the $3.475 billion enacted in FY 2023 by Congress.
Yet you believe the NPS spent $1 billion on a 10 question survey, which is 1/3 of their total budget in FY 2024 or 2023.
And, with that extraordinary sum as a huge percentage of their total budget, no one in Congress complained or investigated this egregious circumstance.
You have a link and proof for how they managed to spend 1/3 of their total budget on a 10 question simple survey?

You really believe that no one in Congress Repub or Dem would howl to the moon if the NPS spent 1/3 of their annual budget on a simple 10 question survey. One billion dollars?
Which begs the question:
