Even given what this guy is saying, the approach the Administration is taking still seems way over the top. Like taking a sledgehammer to a nail.
There is no doubt that countries and entities are providing benefits that manipulate international trade relations. Not sure if still true, but the EU consistently gave Airbus and its component manufacturers special subsidies/tax breaks/etc. in order to gain market share from Boeing. Go after stuff like that, but don't punish, say, chocolate consumers where there is no evidence of manipulation.

Nor is the imbalance of trade created by the fact the poorer countries cannot buy as much from the US as they sell to it. Slapping tariffs on those countries will lower how much they sell to us, but it will not boost how much they buy from us.
It will lower the trade deficit, but that means higher prices and less productivity, i.e., a worse economy.
Could this mean more manufacturing jobs in the US? Probably. Will it mean fewer jobs overall? Also probably.
Best case scenario is that this is a bargaining tactic to lower some trade barriers. That's a win.
But that is NOT what Oren Cass is arguing for.

They will not "work" unless you people keep shifting the purpose of tariffs. One day its "reciprocal, the next punitive, and the following "to create jobs."
