Have we come full circle?
In ancient times babies born with defects would be left to die, and this was perfectly acceptable culturally and governmentally.
Cultures and government's changed over the centuries and deferred to an every life is sacred mentality. Laws were passed to protect and respect life.
Now it looks like a trend reversal. Culture and government seems to be moving to life being less valuable, or in some cases an expensive nuisance that should not only be left to die, but killed outright.

Human beings are the only animals that do not exterminate their highly defective offspring. As far as I know, the female mother of animals will abandon for death any highly defective offspring, and sometimes even a normal specimen that happens to be the smallest of the litter.
