The chief medical advisor to the president’s coronavirus task force told CNN host Chris Cuomo that Italy is still not seeing new infections of the virus decline.

This. It wasn’t just tourists.
The fashion industry in Northern Italy has imported thousands of Chinese workers for their factories in recent years. Additionally, Italy was the first western nation to sign up for Belt and Road, which brought additional Chinese nationals to the country.
Many of these people or their families traveled back to China for holidays like Chinese NY, etc in the past several months.
