Does Anyone Believe President Trump’s Statements About Reimbursement?

The "we're going to charge 20% for each ship going through the Strait!" statement lasted less than 24 hours before the President retracted it.
Here is his latest on the subject. Is he serious this time? How would reimbursement work?
Is this any different than a bum washing your windshield and demanding payment? Except for one exception, ZERO countries asked us to start the war which closed the Strait. Why would they pay us anything?

I don’t believe anything Trump says about anything. Nearly everything is an intention he won’t be allowed to follow through on (due to the courts and opposition in Congress), a troll, an exaggeration, or wishcasting for market manipulation.

Starts a war with a country that multiple higher ups within even his own administration - friends of his - have stated on record was not necessary.
Gets pissed when other countries refuse to join.
Promises that those countries will reimburse America for costs associated with helping ease the pain caused by the war he started.
If this was a democrat president, this board would be all over him 24/7 over this.

The weird thing is that he continually ALSO claims that we don't need the help of other countries.
For better or worse, Trump doesn't treat our former allies as equals. Countries will only help us when they are forced to do so.

In his first term, he was surrounded by poor picks foisted on him by GOPe. Those picks told him to shut up about many of the things he was saying, and he ignored them.
In his second term, he is surrounded by better picks, some of whom have already fallen away, who don't tell him to shut up knowing that if they did he wouldn't listen.
He's wasted a great opportunity and will spend his last two years trying to convince us that continuing to throw money at Ukraine and Israel is sane policy for a nation 40T in debt.
