Shut off their phone signals. 90% of them are just there to record and stream it. If they have zero bars they'll go back to mommy's basement.

The best tools are related to intelligence (not passing out hard tests..lol) identifying lead agitators and arresting them and even more important is to go after the organizers well in advance..most if not all of these riots are planned and funded well in advance (pallets of bricks staged strategically along with gas masks, water, etc)
