If you think he needs this, you need Congress to pass legislation granting him this specific tariff power
The executive derives its power from the constitution not congress.
He doesnt need congress approval to use executive powers to protect the United States.
Its why he chose this avenue to apply the tariffs. I believe the USSC will agree with him.

What part of the Constitution permits the President to enact tariffs?
Tariffs are specifically a Constitutional function of Congress, and the President, as I said, only has the power Congress gives him.
