The Constitution requires states to provide "full faith and credit" to the actions of other states. So, your plan violates the Constitution.

No, they’re not.
Serious question: How much time have you spent overseas? They carry them when they need to, ie, they are actually crossing borders. Europeans used to be most likely to because they had a high degree of cross-border activity for commerce. With Schengen, that is largely gone.
A few isolated places may also increase the use, eg, cross the causeway from Singapore to Malaysia.
Other than that, passports are generally left at home just like here.

I have no idea and won’t shoot from the hip on this (rimshot). I’m not much of a gun guy, so I don’t know a lot about the various laws. Nothing at all against them. Just something that was pretty low interest in my family.
