In that event, it is to change the minds of the people it most affects, not the immigrants that may be allowed to come in. It's puntative. It will negatively impact 17 states which, between them, have 40 airports with international hubs. The government would not shut down those airports, but would restrict them from receiving international travelers.
More than 50% of all incoming international traffic to the United States comes through these 40 airports, accounting for an estimated 450,000 to 550,000 inbound international flights annually.
Aside from the lost revenue, other airports would have to make adjustments for an influx of incoming flight traffic, plus a bunch of new daily flights to those 40 airports in the sanctuary states.
This is a big fat threat that, in practice, would create chaos in the airline industry and make an awful lot of people angry at FEDGOV because the Dems will go full out blaming Trump.
