Fun fact: Without utility incentives, "building retrofits" for the purpose of emission reductions or energy efficiency would not pay for themselves in a reasonable amount of time.
As in, your electric utility gives you money to make this happen. That money comes out of your electric bill. In some instances, this actually makes sense. There are many, many, more instances where it does not.
In fact, lighting upgrades are usually the only ones that do and thanks to LED prices absolutely cratering in the last two years, its possible to do that without incentives. Market transformation at work, basically.
The stuff in the plan? Solar retros and such. Lol. will just make power more expensive for the average consumer. This might be the dumbest legislation of all time. They also get bonus points for cribbing from the 27 Point Nat Soc party platform and the Carta di Lavoro.

1) building energy efficiency.... closest thing we have now on new construction would be following LEED Bronze, Silver, Gold levels. Largest energy usage for building is HVAC, followed by lighting/electrical loads. you can go with more energy efficient HVAC systems, but cost vs benefit will not give you the return on investment. Guess we all will need to scrap heating and cooling....
2) High Speed rail vs airplanes. planes can travel in more direct point to point comute, where a tains are locked to tracks. also, air speed >>> rail speed, especially in urban arras.

Theres a reason Wal Mart got out of the efficiency Window ac unit game. No one was buying them because it made no sense economically.
And this plan, which has ZERO basis in economic reality, was pushed forth by someone with an Economics degree.
Good news is she is doing more to set back the socialist agenda than anyone who loves economic freedom could ever hope to do.
