Because he's a politician seeking higher office, throwing out red meat to supporters to get them fired up.

Watch for Texas Gov. Greg Abbott to push an anti-riot bill next week, modeled on Florida's law. It's not too late.

Another part of this bill is that it is now possible to sue cities if you are injured or have property damaged in riots. This isn't just "red meat." This is a shot across the bow. It has far more teeth than you give it credit for, but I will concede it is also largely pandering.

And I dig it. The RINO contenders wouldn't even do this, even if they were purely pandering.

I think this one needs a little more work "civil legal immunity" this does not say criminal legal immunity.

The way I understand it is that you cannot be sued by the "speedbump" but you could still face vehicular assault or something.
