It would be the DOJ/FBI.
What does need to happen is that Trump issue an executive order to withhold federal funds from any town, city, or state not following the federal law concerning illegals.
Following the executive order, Congress pass a law stating same.

I would too, but the Biden administration was successful in creating enough fricktardery to sufficiently muddy the legal waters.
For instance, the Biden administration approved use of CBP One as a method of applying for asylum. All illegals had to do was fill the app out on their phones (which they somehow have, have charged and have paid-for data plans) then show the automatic acceptance/scheduling for their appointment for initial processing.
At that point, technically, they weren't here illegally (and I can't tell you how much it annoys me to have to admit that). From there, DHS provided millions upon millions to various NGOs and state agencies to house, feed and transfer these "applicants" around the country. Many of those quickly disappear into the countryside.
For those who crossed over and never applied though, anyone funding/aiding them could and should be brought up on charges and face stiff penalties.
To tackle the problem effectively, it's going to need to be fought on multiple fronts at the same time.
Legislative:
-One of the biggest draws for illegals is that they can apply-for, and receive, benefits from many of our welfare programs. Along with that, they can enroll their kids in our education system and they can claim a tenuous need to remain in the country if they can give birth on US soil (anchor babies). These all need to (and can) be addressed through legislation repealing those allowances, except for the anchor baby situation. That aspect would likely need to be an Amendment enshrining the definition of "natural born citizen" as someone born of at least one parent who was a US citizen at the time of conception).
-The addition of a mandatory "hard labor" penalty for any illegal convicted of committing a violent crime. Upon completion of their sentence, they are flown to some random African country (maybe Namibia or Botswana because of their low populations).
-Any illegal captured in the US is deported and blocked for life from returning to the US for any reason (currently the limit is 10 years, I believe).
Executive:
-Reinstate Trumpian border policies. Not only would this mean bringing things back like "Remain In Mexico" but also removing use of CBP One as a valid method of gaining entry through asylum application via the app (reverting applications back to "walkups").
-Federal raids on known areas (both neighborhoods and businesses) with high populations of illegals.
-Hunt down and prosecute those who funded and supplied the caravans to the fullest extent of the law with the maximum penalty assigned in each instance. Those caravans didn't happen organically. This is different than the ones who fostered them once they got here, at least the ones under the CBP One application.
We can't expect the issue to be fixed until we address the drivers causing the issue in the first place. Remove the incentives and prosecute those who broke the law.
