I agree legally, but I won't be trying the case. American presidents have usurped Congress's war powers since the First Barbary War in 1801. There is simply no institution that will/can check the President on this.
The double-tapping WAS particularly heinous, but I think the military (with the additional two strikes AFTER the survivors were killed) has the latitude to get around that.
Absent some audio of someone saying "no survivors!" I think Hegseth/Bradley skate...IF they establish that the mission was to DESTROY the boat.

Hegseth's comments about the "second strike" boat. He handled it well.
Hegseth made the call for the first strike. Couldn't see any survivors.

Hegseth has been refusing to answer their questions for a while. It has gotten so bad that Wicker and Reed released publicly a couple of they letters they recently sent to Hegseth By law the Pentagon is required to provide Congress with copies of “execute orders” within 15 days of the president’s issuing of them, Hegseth hasn't done that. Ignore your legal obligation to Congress for long enough and they will selectively leak to the media.

As I understand it the DOJ OLC finally gave Congress a classified legal opinion on the boat strikes a couple of weeks ago. Next week Bradley is supposed to brief the Senate Intelligence Committee. There have also been a lot of briefings to Congress, including by Hegseth. They are in catch up mode.
If the story that is being circulated is true, that Hegseth did not issue the order and Bradley did it on his own, then for me this story is done. I am not going to question Bradley's judgement.
