What is best for the. Cuban People should be a central consideration. It’s the innate inequality and prosperity of Capitalism vs the equal but relatively impoverished economy of Socialism that is in play. Let the people decide.

Albeit “mob rule “ via Democracy will never be compatible with Constitutional Principles. It’s either- or.
