Congress could mostly fix the birthright citizenship issue, if they chose

Some suggestions. These could be tweaked, and are just general ideas:
Birthright citizenship only protects the child, not the parents. Make it very difficult to give birth in the United States and penalize the parents.
1. Add pregnancy questions to visa applications
2. Make it illegal to enter the United States while pregnant if your scheduled departure occurs within 2 months of your due date.
3. Make it a crime to intentionally enter the United States to give birth
4. If you give birth in the United States and you are not a citizen, you are deported and banned from entering the country in the future
5. Any illegal that gives birth in the United States is banned from EVER becoming a citizen or receiving legal residency, and is deported immediately
(some of these are duplicative)

Why would democrats want to participate, and if they don’t participate do you think republicans will do anything that requires a backbone?

This would definitely sour the attractiveness of birth tourism.
They would either have to abandon their child to foster parents in the U.S. or take him back with zero benefits of being in the U.S.

That's true for many problems facing our nation. Same goes for problems within our federal government.

Define what "subject to the jurisdiction thereof" means to not include unfettered birthright citizenship (i.e., codify the stated intent of the drafters)
