Yes, there is physically black, which most African-Americans obviously are; there is also culturally black, which most, but hardly all, African-Americans are; and there is politically black, which includes most, but not all, African-Americans.

Not having heard Mr Webb, I cannot determine whether he is culturally black or not, but as to the last category, politically black, there can be no doubt. And along with the fact that whites will, when it is politically expedient, accord certain useful black people the status and privileges of honorary white person, it does sound as though Mr Webb aspires to acquire some of this white privilege, even if it is at the cost of giving aid and comfort to a political party whose policies are to take it from the average African-American (and poor and lower-class whites) so that as much as possible may be transfered to the already wealthy and privileged.
