In the general? No, but non-citizens who are EU residents and have lived in Germany for over three months can vote in local German elections and German elections for EU Reps.
I spend a lot of time in Germany. Every citizen is automatically registered to vote and they have national ID cards that are required for anyone over 16. They store biometric data and are used for pretty much everything, you even have to present it when checking into a hotel room.
Republicans, and Libertarians, have fought against automatic voter registration and national ID cards for years. Not sure if that will ever change.
