Rep. Marcy Kaptur (D-Ohio) made the comments during a private Democratic Caucus meeting Wednesday to discuss sexual harassment issues, according to two Democratic sources in the room.
“I saw a member yesterday with her cleavage so deep it was down to the floor,” Kaptur said, according to the sources present. “And what I’ve seen … it’s really an invitation.” The comments left many others in the room stunned, the sources said.

In a statement to POLITICO later Wednesday, Kaptur said she never meant to suggest that women are to blame for harassment they experience.

I mean she's not wrong though. Some women dress that way and then when they get attention from men they didn't want attention from they cry foul.

Had this situation happen with a civilian contractor in one my commands before.
This woman was definetly attractive, and she knew it, She dressed the part. Well the guys would flirt with her and go gaga and what not, exactly as she intended and no complaints, then one day she came in and told me one of the guys was sexually harrasing her. I asked her some questions. Turned out to be this guy who you could charitably say was unattractve was coming up behind her and just smelling her LOL. I was like seriously "I've heard some of the guys out there joking about stuffing your stocking and what not and you laughed but this guy you want to bust for sexual harassment? "well yeah but he makes me nervous"
I fired her, I don't need that bullshite in my life.
