Pulling Federal Funding isn’t considered assisting, but it can get action out of the State government for the problem.
ETA: why would TRUMP want to funnel more money into something they obviously have no interest in fixing.

Fixed.
California’s had a housing shortage since well before Trump and will have one well afterward without changing laws and/or policies. Few if any of which have ANY connection to the Feds as opposed to state, county, or muni policies.

Kind of depends where one is.
Silicon Valley has some “working homeless” who make good money but work in an area where housing is obscenely expensive.

If the federal government wanted to throw money at this problem the best thing they could do is put money to move these people to places with plenty of jobs and lower cost of living. Even so, this would only help a small percentage because many are addicts and their problems will just move with them. Throwing money at them for rehab isn't effective either because the addicts only recover when they decide to, often after hitting rock bottom.
