There is a good reason for this,
More tests with less positives makes the virus seem less of a problem.

Good. It's about time some rationality took over. If you have no symptoms, you're fine. And if you get sick, but you're a healthy person, otherwise, then you'll be fine. And if you're an unhealthy person, and you're worried about someone else getting you sick, then YOU stay home. This was always the most common sense approach to take, and yet was completely ignored for five months in favor of a full on panic attack.

Can someone explain why this is? Is it because there is a period of time when the tests won't pick up the virus? If so, what is that period of time?
You nailed it. 4-15 days.. it depends on the persons immune system, viral load, and probably a dozen other things I'm not aware of. You may not be infected at all.

So are they now changing course and saying that close contacts do not need to self-isolate if no symptoms are present?

This begs more questions. Are you saying, testing may not show the infection for up to 15 days...or that a person may not acquire the virus for up to 15 days?
If that is true, then I'm guessing that we can't rely on testing at all to prove that someone doesn't have the virus.

You can test to early. Let’s say you breath in the virus today, get swabbed tomorrow, you could test negative but still be infected you just tested to early. There is a mean 5-7 incubation period. Some as early as 4 days have shown symptoms post exposure.

You can have the flu and not have the flu.
You can have cancer and not know it.
You can be dead and not know it.
This shite is really stupid and most know it.

But none of that really matters as long as you’re wearing your mask.

So, it's not 15 days like the guy earlier said...it's 7 days?

Symptoms is a different issue. I'm talking about when (if ever) we can rely on testing.

The average day from exposure to onset of symptoms is 5-7 days.
Some people can be contagious and have no symptoms. Some people can shed the virus’s before they start having symptoms. There’s a ton of scenarios. Some people test positive, quarantine for 14 days, job requires them to have a negative test, they get tested 5,6,7 times and still show positive but they’re not contagious. I wonder if they count them for positive cases too!

CDC?
remember early on when they were in the dark as to how to deal with WuFlu?
i don't recall the details but basically they get federal funding to stay on top of infectious diseases.
WuFlu hits and they are scrambling to find answers to questions posed to them.

just over 70 days to the election...
US is testing around 750k tests a day.
If the left doesn't slow down testing then the US will end up testing around 40% of the population.
The left doesn't want this to happen because the Kungflu narrative will be over before the election.
