He did compare the shutdown orders to slavery but he did not say they were on the same level. He clearly said slavery by comparison was on a different level all together.

"Other than" can also be read as "excluding". If "Excluding" was the word used, would you still claim he was comparing the two?

He did not compare it to slavery. He was saying it was the biggest intrusion to our civil liberties SECOND to slavery.
