I'm old enough to remember when we had 8 seats, in the early 90's. If only our politicians would worry more about retaining and attracting young people, instead of drawing districts to slight political enemies within your own party.

That's not why Louisiana loses population every year.
Every southern state is growing in population EXCEPT Louisiana. Louisiana is just a failure all around.
The TOPS program to give people a college degree on the taxpayer dime on their way out of the state is nice though.
