UK and EU almost never identify illegal immigrants in crime reporting. Frequently don't do it in the US either, but almost zero there.

There's videos before the incident of people punching the car and him reversing into them, more punches / things being thrown.
Looks like he has maybe panicked and sped off, but doesn't explain the swerve right into a bigger crowd. Last guy off the bonnet was holding his kid to, terrible watch.
