Who has this authority? If not the POTUS & the US Congress, who? Who is going to stop him?
It’s inclusive language if you ask me. Mexico and Cuba are in Central AMERICA. It’s truly a more technically correct description than the Gulf of Mexico.

Actually I think it serves a different purpose.. It potentially is a way to sidestep some of Biden's Executive Orders and/or legislation that names the Gulf of Mexico.
