Maybe.

I think the biggest point of contention is the Certificate of Origination that the U.S. wants to enforce.

Mexico and Canada do not want the U.S. to know they are buying Chinese parts labeled as Mexican or Canadian parts. The enjoy the middle man role.

Something that just blew my mind (due to my present day frame of reference). Just noticed that in 1993, all of Mississippi's Congressmen were Democrats.
