The problem is that they don't look like that. Usually what you see crossing the border is a 250 lb woman with a bandana on her head.

I find that the problem seemed to start when the public school systems began making kids wear uniforms to school. Kids stopped being concerned about their appearance. They lost interest in stylish clothes and looking attractive, which is something you learn from an early age. To make themselves look more interesting, they began decorating their bodies with tattoos, piercings, and hair colors to gain attention.
When I was in school back in the 80's, you won't see any of this because we all know how to dress and make ourselves look attractive. Although, statutory rape was a huge problem because it also attracted lots of older guys also, and the girls would often dress to make themselves look older.

I look at tattoos as self mutilation, and a reflection of how people feel about themselves
I had an ex girlfriend who put a black rose on her forearm after we broke up. She was very artsy, and so I suppose it wasn't strange for her circle. But she physically marking her pain on her skin. Sad.
The other half is definitely marketing, it's what pop culture pushed. But overall I do think it's a sign of damage. Hence the term danger hair, these are people who have been wounded and broken by life.

I think for a lot of these people, they don't think that's an option. They feel ugly, so they dress ugly.
