Some of them indeed are. Useless drug addicts bringing down the quality of life for others and the mentally ill also bringing down the quality of life of others with the drug addicts being more thuggish.

It should be legal to hunt homeless people for sport. The government could even sell tags for each head and make a little money off of it.
