The Department of Defense has already studied this and says they can.

Yes. Obama declared it too. Trump just has to justify it, and there’s sufficient data to support it despite what the left says.
Remember, if it wasn’t a problem, Obama, Clinton, Schumer and others wouldn’t have given speeches and voted for walls in the past.
I suspect he’s going to push Dems to show their hypocrisy right up until federal employees start missing their first pay check, then he pulls the trigger on this and reopens the Fed gov. Dems get nothing.

Yes, he can declare a national emergency and he can use funds that have already been appropriated by congress that are not dedicated. DoD would need to identify those funds that are available.

He can but it will get challenged in court and some judge will ask "if nothing about this has changed between now and the time you entered office then why did you wait two years to declare this a national emergency?"

He can, but he shouldn't. Expansion of the power of the executive branch is a bad thing.
It was bad when Obama did it, it's bad when Trump does it.
If he does, it may get held up in court, then no wall.
He should let the government stay shut down and get the funding the right way.

Yes.
The Democrats can also challenge in court, and will find a judge that declares illegal immigration is NOT a national emergency.
It will probably end up with SCOTUS, so Trump does have to make a good case for the emergency.
