That’s not how I recall it. April asked about ED.
Another reporter asked if he considered executive power to get the wall built and his response was yes - it’s called National Emergency and I have the authority and we could build the wall very quickly.

Declare a National Emergency (which he's already done, people still forge this), and then order the DHS and Pentagon to build it using already approved funds.
It would create some appropriations issues but nothing he can't handle.

While I fully understand your point, me being a conservative would make me opposed to doing anything outside the constitution even when my party is in power.

The largest sticking point is all the non-federal land at play. Can the President have the military set up on a private property? What if property owner does not consent? Reasons have to be airtight and defendable as the only viable method.
