Alameda County’s plan leans heavily into government programs, institutional reforms, housing initiatives, economic development efforts, healthcare expansion, educational investments, and criminal justice changes.

What do those initiatives look like?

Housing:
-Major expansion of affordable housing targeted at Black residents
-Reparations-style housing assistance and down payment programs (grants or forgivable loans for down payments)
-Anti-displacement measures and community land trusts

--The short version is that this was seen as a way to redress "redlining" although there's nothing specific about having to prove you were ever red-lined, that your community was ever red-lined nor that even your parents were red-lined. It's literally "in the past this happened to someone who looked like you and may have lived somewhere else when it happened, but since you've decided to cloak yourself in their victimization status we're going to grant you this benefit."


Economic Development Efforts:
-Targeted business support, contracting preferences, and wealth-building programs for Black-owned businesses
-Job training and placement pipelines

--These already exist on both the state and federal level. In the truest tradition of Socialism, they believe that if government programs aren't working then there just hasn't been enough money thrown at them. It can't possibly be problems posed by the intended recipients themselves. Things like financial responsibility, taking initiative to seek out the existing programs and apply for them, doing quality work and market saturation are all ignored.


Healthcare Expansion:
-Culturally competent care, mental health services, and reduction in health disparities
-Targeted investments in Black maternal health and chronic disease

--A noticeable theme here is mental/cultural services. How about stop pushing the culture of adopting the victimization status of others? It would be a great starting point, but I doubt it's anywhere in the literature.


Educational Investments:
-Closing achievement gaps, more Black teachers/administrators, and culturally relevant curriculum
-Targeted funding for Black students

--Every majority black school I've looked at has majority black teachers and administrators. Anyone who has been in education for at least a few years, especially those who have taught at poorly-performing schools, will tell you one of (if not the) biggest problem they have with failing students is that they have shitty parents, they live in a community which is predominantly populated by shitty parents and this creates a local culture revolving around being poor and making shitty life choices a sort of nobility in victimization where the victimizer is some nebulous "them" (ie: others).


Criminal Justice Changes:
-Reduced incarceration, police accountability, and community safety alternatives
-Investments in violence prevention and reentry programs

--As with other things mentioned already, these already exist AND are far more sourced from poor learned behaviors than from structural problems within the system itself.


And now for the fun part... all of this was done for the estimated 9%-10% of Alameda County which is black. You can translate that as "guilt-ridden white liberals trying to feed their desires to be martyrs by squandering public funds (or at least claiming to want to)."
