It’s amazing how easy this is to piece together.
A push was made to reduce the “school to prison pipeline”. Broward ws ground zero for this movement. They began not referring kids to the police for many things they’d have done so in the past, stopped expelling as much, and police stopped always charging kids. An end to zero tolerance. They then received grants for their “success” and continued to chase that money with ever more lax policies. This is the sad end of that chase.

Just think what would’ve happened if he’d been charged just once. Maybe no legally purchased gun.
I think we are far to quick to declare “success” on many of these social engineering projects. Grant money Often incentives behavior that may not be beneficial in the long run. Not just with regards to law enforcement or education.

When the goal is just to improve the data, regardless of outcomes, this is the predictable result.

I’m telling you this for your own good.
If you have a kid in public school, your school district, no matter how good it is, is participating in crap like this. The progressives have taken over the schools with grants.
Look up “Race to the Top” and see what they had to give up under the Obama administration. There are schools that would advocate white genocide for a $10.000 grant.
And if you think the majority of this money is ending up in the classroom, you’d be mistaken. Read your local school board minutes and see all the exotic locales you are sending your educators to so they can hear a Marxist tell them how to make better schools to standing ovations.
I left K-12 and went to higher ed over this.

Under whom was the program instituted?
It sounds like some bullshite that would come from Obama's DOJ and DOEd, but I wouldn't be shocked if this came from GWB either.

I believe much of this movement started during the early 2010s. Laregly fueled and as a reaction to number of investigative journalism projects demonizing the district for racist policies. Perhaps even rightly so, but the response was wrong.
