Now why would he throw out indictments to foreign agencies, present it to the world stage, and then begin to drag their feet when they show up? Even going so far as to say “they were not properly served.” They were there. How could he say they were not served?

Not crazy at all when you put it in the proper context; that the Obama administration did everything they could to ensure HRC was going to be the next President. They knew their jobs and everything they worked for in the last 8 years was on the line. Those blubbering WH staffers knew the jobs they had intended to last another 8 years were over. The media and the administration wanted to effectively shut out anyone but their flavor of Democrats from the Executive and with the chance to load the SCOTUS bench with activists to seize the Judicial, you can see why the Left has continued to act like a bunch of brainless, dishonest crybabies since the election.

Now that I think about it. The SC was appointed to investigate President Trump. Now they're handing out indictments for failing to register as a foreign agent for lobbying for other countries and financial crimes committed years ago. Now does anyone think that that's beyond his scope? Isn't that what federal prosecutors are for? This shite is ridiculous. Mueller needs to be fired, disbarred and possibly locked up.

Glad you and your legal degree could weigh in.
FYI, he was appointed to investigate Russian government interference in the 2016 election, not Trump specifically. He is also allowed to bring charges that arise from crimes discovered during the course of the investigation as it relates to Manafort's work with the pro-russia party in Ukraine. That much we know because he showed a heavily redacted memo from Rosenstein authorizing the investigation.
