If we start knocking off heads of cartels like we have heads of ISIS and other terrorist groups they might not find it as profitable to be a cartel leader. After all, they’re in it for the money and not religious fanaticism.

They are too big and diversified to just go away. Legalization has only resulted in the cartels pushing potency and competing with the price of legal alternatives.
But they have their fingers in everything in Mexico. We're talking about quasi-governmental operations with private militaries; not the guys you bought weed from in high school who had to find other jobs if selling drugs wasn't an option.
