This is a "learned" behavior, and their pack/gang mentality to subject a particular race to capitulate their demands means it was also premeditated. What should happen is that their "PARENT(S)" should be tried for hate crimes in lieu of their minors actions.
Maybe then, they'll want to step up and be actual parents to their children and ultimately teach them how reasonable people act in a civilized society.

This is elementary school. These kids should be playing kickball.
