Listening on radio this is my take
He wasted 10 minutes trying to get his family in the speech
He at least said we will never forgive and will strike at a time of our choosing (ok good if he means it)
Then he went completely off the rails and blamed everyone but who needs to take blame himself(even if he’s not to blame). Biden has to man up and say yes I take blame
What scared the fire out of me was him acknowledging that they are hitting our troops again
