The President of the United States saying that there will be an American response against the human rights abuses that China commits is the opposite of excusing genocide.
Again, anyone with any reasoning ability would come to that conclusion.
I'll put it in a different context that you might understand. If a univeristy in Mississippi states that there will be repercussions against a student that hung a noose around a statue of a black civil rights leader, that means that the university is condemning the racists act.
If the same university punishes football players who yell "****" over and over during a play about a gay man being lynched, they are condeming bigoted speech on their campus.
Not hard to follow.

This should terrify everyone.

With Biden he’s so fricking incoherent and rambling and wishy-washy it’s hard to tell what the frick he’s saying much less what it means. I listened to this particular exchange in the town hall tonight and honestly it came across as Biden letting Xi know that Biden will have to give “lip service” to speaking out against China’s human rights atrocities because that is what Americans expect, but he won’t do anything meaningful to really challenge China and his buddy Xi “gets that” so they will still get along and keep the China money flowing to Biden and, more importantly, the people that control Biden.
