The speech looked stiff and like he was obviously reading it.
Also we are passing gigantic spending bills. It has to sink in that running on broad spending is eventually going to sound like poor management.
Very different tone from Kayleigh who even fought back on more money for testing. She stated it would be an appropriate level of targeted funding going forward and not just dumping money it to some general piggy bank.
