For what it's worth, I read that the $700 is the max the Biden admin can legally grant to them. The purse strings live in the house/senate but they won't do anything that doesn't get spent in and around DC. The money for Ukraine isn't being sent to Ukraine in the form of cash, it's being spent with American companies to make bombs/missiles/jets/whatever and then sent to Ukraine.

I’m comparing what the government gives to Ukraine vs what it have to Hawaii why would anyone use non government sources. That’s the whole point of Biden’s lack of uses of American taxpayers money

A far larger dollar issue of the 700 is the fact that FEMA has totally booked three 5 star hotels for its storm chasers, with rooms running 1000 $ a night.
