This is a law passed by Congress. It's not a new one, either. It was passed in 2007, signed by GWB.

Well that's implied. It's a PSLF program, which requires working for a public entity or a non-profit. There may be a few other avenues but it's in that general sphere. Hence "public service".
4M people under the Biden admin have gotten their loans forgiven via the PSLF
