If a subset of a population commits such a disproportionate amount of crime that it affects general perception of the community on a whole, perhaps blame those members of that community.

What about the disparity between male and female incarceration, which is even more out of balance? Maybe we should address that problem first, since it is so much greater.

Do the incarceration ratios you cite take into account priors? What are the ratios for 1st offense, 2nd offense, etc? If there truly is a large difference, that is an issue. I would also be interested to see if they account for different standards in different states etc. how in depth are the studies you are referencing?
