The only issue I have with this approach (I saw it while in Europe) is identifying kids too young for their careers. It really kills freedom to choose. Of course it also forces kids at a younger age to try harder.

We need more trade schools graduates than college graduates.
Many college graduates make what a person in the trades makes, except the trade people dont graduate with $150,000 in debt.

i am not opposed to free community college. i know that makes me not conservative or republican and whatnot, but i actually think free trade school would be a net positive for kids that don't see any options after high school.
more carpenters, nurses, electricians, plumbers, welders, etc. is a good thing. my oldest currently wants to be a Dr. and while i'm not opposed to it, i explained that he could be making $50k at 20 and probably $60-80k by the time he's 25 if he went into a skilled trade. He'd be making almost nothing or maybe $40-75k in residency at that age and now have student loan debt.
i'd add an amendment that you can't get unemployment benefits if you don't take Uncle Sam up on the offer.

It's just the opposite. We should reduce HS to 10 years.
If you're smart you are ready for college. Especially since college is not as selective as they were 100 years ago.
If you're not ready for college all we have to do is get rid of minimum wage and apprenticeships will take the place of community colleges.
You learn a skill without having to pay a tuition. Businesses will jump at free labor to train workers who will be productive wage earners later.
