Strongman leaders, aka Dictators like Xi and Putin, aren’t “intimidated” by the symbolic show of strength, but they know it sets the terms of the negotiations.
Too many prior presidents led with doves and olive branches only, and dictators definitely took that as a sign of weakness.

That’s a de minimus way to approach the topic.
It was a tone setter. Like bringing flowers to a first date. Does bringing flowers materially change the outcome of the date? Possibly, but what follows the flowers is infinitely more impactful.
